A Basic Law for Conversion to Judaism

There should not be religious coercion in the Jewish state or for that matter in any country. However, there needs to be a basic law on the issue of conversion to Judaism in the State of Israel. With mass immigration of Median Jewry will there be a smorgasbord of religious diversity in Judaism in Israel and not only the nine denominations of core Median Judaism from the Middle East and the Balkans but also Qiang Judaism from China and African branches of Median Judaism such as Odinani Judaism from Nigeria. The project is monumental, to convince the various religious leaders of the wider Judaism to agree to subcontract their conversions to a single State Conversion Authority. This must not be part of the Chief Rabbinate which in contrast needs to be abolished. 

Why have a State Conversion Authority at all? Currently senior poskim who are aware of the existence of Median Judaism, obviously recognize the conversions that they have been performing for 27 centuries. The problem is that no rabbis will recognize Median Jewish conversions carried out after Median Judaism is revealed to the general public. Israel is well on the way to become the wealthiest country in the world and so will become a magnet for Aliyah from all over the world. Millions of patrilineal Reforms Jews will immigrate to Israel within the foreseeable future. Therefore before splintering like rabbinic Jewry has in terms of recognizing who is a Jew, need religious leaders of the wider Judaism make a massive intra-religious effort to find common ground on the issue of conversion. Israeli rabbis from different denominations of Rabbinic Judaism should agree to a single conversion framework. It should be added that halakha does not require rabbis to be part of the beit din that performs a conversion and it is preferable in terms of intra-religious relations if conversions are performed by non-rabbis. It is strongly desirable that the Zionist public agrees on who is a Jew so as not sow sinat hinam and it would of course be desirable if consensus could be found with the entire Haredi public as well although this appears less feasible.  

The basic law should specify the different types of rabbinical conversions (bnei mitzvah conversion, mass conversion, klitah conversion, military conversion, marriage conversion, intelligence conversion, giur lechumra and regular conversion) and to whom those apply. Similarly should the basic law state the different conversions for other branches of Judaism.
