What does Fatah/PLO/PA want strategically speaking? They absolutely do not want to end the conflict and will not sign a document to that effect under any circumstances considering that their strategy is to destroy Israel in stages. So do they want a Palestinian state side by side with Israel? The answer is yes, but not for peace but rather calamitously aggravated conflict. Part of the strategy is to seek international recognition until they achieve universal recognition and then use this to force Israel to withdraw from Judea and Samaria without Israel receiving end of claims in return. The Palestinian side is absolutely opposed to end of claims, particularly regarding descendants of refugees.
