Rethinking Israel’s Deep State

The purpose and mandate of the Israeli Deep State as apparently established by Menachem Begin in the late 1970s is to protect the Jewish and democratic nature of the State of Israel through covert action in Israeli society. Israel’s Deep State is contrary to general belief run by an elite unit of national religious intelligence officers in the Shin Bet. The prevailing, yet false conception is that the Deep State like so many other institutions in Israel is run by secular Ashkenazi elites. This is not so. Furthermore, the settlement movement was founded by and is run by the Deep State. 

First, let’s point out that then Prime Minister Begin did the right thing when founding the Israeli Deep State. However, the current situation where most members of Knesset as well as no doubt all Supreme Court justices are intelligence operatives of the Deep State is many steps too far. At the same time, Prime Minister Netanyahu is attempting to overturn the Deep State with the motive of turning Israeli democracy into a Hungarian-style illiberal democracy, the Deep State is thus needed more than at any previous point in Israeli history. If only Netanyahu was motivated by a desire to restore Israeli liberal democracy.

The Israeli Deep State went a few steps too far by forcing the Oslo process on Israelis with the sole goal of establishing a longterm Palestinian autonomy, knowing full well that the PLO would never agree to negotiate and sign a final status agreement with Israel and later the Deep State forced the disengagement from Gaza on the Israeli public. At the same time the Deep State is running the illegal side of the settlement project in Judea and Samaria and organizing pogroms against Bedouins in Area C with complete impunity.

The Deep State of Israel has overstepped its original mandate of safeguarding through covert means the constitutional character of the State of Israel and has become a state within the state where the Deep State habitually unseats governments, splits and merges parties and orders members of Knesset and Supreme Court justices to take action and make decisions against their own conscience.

Yet, it is clear that Prime Minister Netanyahu is largely powerless against the Deep State which in fact is more needed than ever before so as to halt the current government’s ”Hungarization” program.
