Ramallah’s Grand Diplomatic Strategy

International recognition of the hypothetical Palestinian state is becoming increasingly universal. Israel has for decades anticipated that universal or near-universal diplomatic recognition appears inevitable and will happen one day. Israel’s strategy is to apply de facto sovereignty in parts of Judea and Samaria in anticipation of that day and has long prepared for that moment through extensive indigenous construction in Area C. 

Ramallah’s grand diplomatic strategy is to claim ”historical Palestine” in stages. Once universal or near universal recognition of of the non-existent Palestinian ”state” purely virtually covering Gaza, East Jerusalem, Judea and Samaria, the next stage will commence. This will involve Ramallah claiming that its ”sovereignty” extends to the proposed borders of the 1947 UNGA partition plan.

When will Israel apply sovereignty over parts of Judea and Samaria? Either when there is a favorable US president predisposed towards providing US diplomatic recognition or the very moment when Ramallah reaches universal or near-universal international for ”Palestine” up to the 1949 ceasefire lines. 

The next Palestinian diplomatic campaign will thus be to secure international recognition of sovereignty over what Israel conquered in excess of the 1947 UNGA partition plan in 1947-49. Once that is achieved will the next step be to seek international recognition of the areas that were granted the Jewish state in the 1947 UNGA partition plan, namely to seek complete Palestinian sovereignty over the Western Land of Israel and thus persuade more and more countries to retract international recognition of Israel.

Remaining countries now considering recognizing PLO’s virtual state should consider that indeed, it does not really end there.
