There will be no Israeli enclaves but there will be a number of fairly large Palestinian enclaves connected with other Palestinian enclaves and other Palestinian territory through tunnels. The Palestinian enclaves will be situated on the Western side of the Samaria and Binyamin regions and this is designed to give Israel military advantage in any future conflict. Contrary to what is sometimes claimed are there no ”isolated settlements” and no recognized, restored indigenous Israeli communities will be evacuated. In Judea, a system of tunnels with Hebron as the nave will allow both Israelis and Palestinians to travel freely without restriction. The strategic concept of ”finger” is central to the planning of locations of restored indigenous communities since this is designed to provide Israel with strategic depth.
