Why does Erdogan Claim that he Wants to Improve Relations with Israel?

Erdogan has many times publicly claimed that he wants to improve relations with Israel, i.e. Turkey and Israel exchanging ambassadors. Yet this does not happen. One may certainly wonder why this is so? One explanation is that Erdogan is under pressure from the Sabbatean-controlled Derin Devlet deep state domestic intelligence apparatus through the TAF (Turkish Armed Forces) to improve relations with Israel, yet always seems to find an excuse not to exchange ambassadors with Israel. The explanation in Israel is that Erdogan is trying to deceive Israel into ending Israel’s alliance with Cyprus and Greece with false promises. Yet everyone knows that Israel is not going to end that trilateral relationship to please Erdogan so why does Erdogan continue to repeatedly claim that he wants to improve relations with Israel? The only plausible explanation is thus an underlying power struggle between Erdogan and the Derin Devlet.
