There is no way around seeing the United States the way the Islamic Republic of Iran sees the United States of America, namely as the global Jewish conspiracy incarnate to destroy Islam. This comes with a mixture of modern conspiratorial Anti-Semitism and classical Muslim Anti-Semitism replete with certain stereotypes which are less frequently attributed to Israel than to the United States. The Jewish State after all is merely the Small Satan while the the American superpower is the real adversary, the Jewish conspiracy itself.
American strategic planners need to internalize the extreme degree to which Iranian counterparts attribute ostensibly Jewish negative traits to American strategic planners whom their Iranian counterparts assume are part of a Jewish cabal. The problem America faces is to constantly prove that those stereotypes are false with respect to America. Doing so is no easy feat and the only way of repeatedly attaining that is through a muscular policy of smart strength. While this may not be the ideal policy for some policy makers, this is what is required in order to safeguard homeland security from the threat of biological terrorism.
